Mark Whitehurst
President
I am responsible for setting the agenda for and presiding at the Board meetings.
Before moving to Libbie Mill in 2018, my wife Lucinda and I lived for 25 years in a community that had an active and involved homeowner’s association. I appreciate the benefits that an effective HOA offers in promoting both a livable and well-maintained neighborhood that ultimately benefits all homeowners. I became one of the owner representatives on the HOA Board in February 2023.
My professional experience includes 30 years in Financial Planning and Analysis with extensive experience in strategic planning, financial management (budgeting / forecasting / expenses), and project management.
I enjoy history and art history, and volunteer at the Virginia Museum of Fine Arts.
I look forward to working with other homeowners to build relationships that promote the livability and well-being of our community.
Andy Clarke
Vice President
Andy and his wife Kristin have lived in Libbie Mill since October 2019 – prior to that they rented for a couple of years at The Estates at Horsepen, another Gumenick property nearby. Andy originally hails from England and has lived in Northern Virginia and the Baltimore area for 30 years before coming to the Richmond area. Andy is a transportation planner and he values the neighborhood walkability and proximity of shops, transit, and of course the library, offered by Libbie Mill Midtown. He is a keen Richmond Kickers fan, a regular participant at community events, and a frequent food truck customer on a Thursday evening. He and Kristin have spent most of their careers working for non-profits and associations, and Andy is keen to help the Townhome Association make a seamless transition in the years ahead.

I have lived in Richmond, Va., my entire life and know the area very well. It has been wonderful to watch the Libbie Mill area develop. My husband and I have lived in our townhome since Spring of 2021. Our neighbors have more than likely seen us walking around the neighborhood with our chocolate lab, Georgia. I attended VCU for both my undergraduate degree in Business Administration and Management and recently received a master's degree in Decision Analytics. I work locally as an analyst.
