Policies & Rules

Rules and regulations are subject to change at the discretion of the Clubhouse Owner. These rules are imposed for the sole purpose of facilitating the health, safety and enjoyment of the clubhouse, pool and other related facilities in a non-discriminatory manner.
1. General/All Areas:
  1. General rules apply to all clubhouse and associated outdoor areas.All facilities are to be utilized only by Association members/residents in good standing and approved vendors.
  2. No homeowner should store any personal items in or around the clubhouse.
  3. Guests in any area must be accompanied at all times, except as noted below in the Fitness Room, by a resident or representative of the developer.
  4. Access is only via household issued electronic fob.
  5. It is a violation of Association rules to loan access fobs to any unaccompanied guest. Long-term renters should make arrangements for fobs through their landlords. Short-term rentals are not allowed in Libbie Mill.
  6. In consideration of nearby neighbors, all regular outdoor activities (swimming,grilling, use of the fireplace) should end by 10:00 pm Sunday-Thursday and 11:00 pm Friday and Saturday.
  7. Any unauthorized activity in the clubhouse, pool, grill area, fireplace area and other associated outdoor areas after the specific operating hours for each will be treated as trespassing. Please report after hours facility intruders to the Henrico County Police Department by calling 804-501-5000.
  8. No pets are allowed in the clubhouse, pool, grill and fireplace areas or any associated outdoor areas except for properly licensed service animals. Service animals’ paperwork must be on file with the Association(s).
  9. Residents are reminded that the clubhouse, pool and other facilities are limited in size and are asked to be respectful and considerate of other users and the neighboring residences, especially on weekends/holidays and when bringing guests. Please see specific guest policies below.
  10. Members using the clubhouse, pool, and related facilities are responsible for all injuries incurred by members or guests, and hold the Association, its Board of Directors, the Declarant, managing agent, and staff harmless against any claims for such injuries.
  11. Please report any rules violation or operational/maintenance issues to your Association Agent at 804-270-1800.
2. Clubhouse
  1. Fob access hours to the clubhouse and fitness room are 4:00 a.m.–11:00 p.m. daily.
  2. Any private event involving more than 6 people, including guests, must be scheduled and reserved with the Clubhouse Committee. Please refer to the Clubhouse Reservation Policies and Procedures.
  3. All facility equipment and games (i.e. televisions, sound system, fitness equipment, kitchen equipment, lights, fans, etc.). must be put away properly and/or shut down before exiting the premises
3. Pool
  1. Each year opening and closing dates will be announced via email and TownSq. Current pool operation season is Memorial Day to Labor Day.
  2. Pool operation hours for swimming are 5:00 a.m.-10:00 pm Sunday-Thursday and 5:00 a.m.-11:00 pm Friday and Saturday. Swimming is permitted during operating season and hours only.
  3. Monday–Thursday, a maximum of 6 people (including guests) per household are allowed at the pool. Friday noon–Sunday pool closing and holidays, a maximum of 2 guests per household are allowed at the pool.
  4. There will not be a lifeguard on duty at the pool at any time. Swim at your own risk.
  5. When a pool attendant is present, follow the attendant's instructions for health and safety.
  6. Inflatable flotation devices are prohibited in the pool area. Personal flotation devices designed for safety only, such as children’s water wings, life jackets, and water safety belts are allowed. Pool noodles are allowed.
  7. All children under the age of 13, as well as inexperienced swimmers, must be accompanied by a supervising adult. For safety while swimming, the supervising adult must be within arm’s reach.
  8. Swimmers must wear proper attire. Cutoffs are not allowed in the pool. Persons under 18 years of age and adults requiring diapers must use swim diapers.
  9. No diaper changing is allowed on the pool deck. Please change diapers in the restrooms.
  10. No diving or jumping permitted for safety reasons.
  11. Eating and drinking must be done at least 5 feet from the pool edge and trash disposed of in trash cans.
  12. No glass containers of any kind allowed in the pool area.
  13. No smoking is allowed in the pool area.
  14. Running, pushing, dunking, and dangerous or noisy play are not permitted in the pool area. Please be considerate of others in the pool area and the neighboring residents.
  15. Persons with open sores, bandages, inflamed eyes, pink eye, colds, nasal or ear discharge, or any communicable disease may not use the pool.
  16. Pool area must be evacuated during severe weather such as thunderstorms, hail, etc.
  17. Residents may bring additional lounge chairs to the pool but may not leave them overnight.
  18. Additional expenses for the operation of the pool (example: pool closure due to unsanitary conditions or fouling of the filters) created by a resident or their guest will be billed to the resident.
  19. No wet swimsuits are permitted in the clubhouse. Residents and guests must change into dry clothing before entering any clubhouse area except the restroom.
  20. Care of pool area furniture and umbrellas: Storms may cause damage to the pool furniture and umbrellas due to high winds. Close the umbrellas after every use and secure the tie downs. Also, please lay your chaise back flat after use and return all furniture to orderly locations.
  21. With the exception of the provided gas grills and the fireplace, no open flames, candles, or other cooking devices are permitted inside the clubhouse or in any associated outdoor areas.
Fitness Room
  1. Hours of operation are 4:00 a.m.–11:00 p.m. daily.
  2. Use of the Fitness Room is at your own risk.
  3. Consult your physician before beginning any exercise program.
  4. Overnight guests and personal trainers are permitted in the Fitness Room. However, this facility has limited space and resources so please be considerate of other residents/users when bringing guests or trainers. Residents must accompany overnight guests to access the Fitness Room but need not stay with them for the duration of their workout. Residents must accompany personal trainers at all times.
  5. Persons under 16 years of age must be accompanied by a supervising adult while using the Fitness Room. The supervising adult must be a resident of the Neighborhood of Libbie Mill–Midtown.
  6. The use of fitness equipment is on a first-come, first-served basis.
  7. Please limit workout to 30 minutes when others are waiting.
  8. Please wipe off equipment with sanitary wipes after use.
  9. Do not attempt to move equipment.
  10. Shirts and rubber-soled shoes are required.
  11. Jeans and swimsuits are not permitted.
  12. Food is not permitted in the Fitness Room.
  13. Cell phone conversations are not permitted in the Fitness Room.
  14. Dispose of all trash in the proper receptacles.
Grill Area
  1. Hours for use are 5:00 a.m–10:00 p.m. Sunday-Thursday; 5:00 am-11:00 pm Friday and Saturday.
  2. Use of the grills is at your own risk.
  3. Follow grill operating directions carefully and turn gas off at completion of use.
  4. Clean grill(s) and surrounding areas after use. Close grill cover(s).
  5. Clean tables used and put all trash in receptacles.
  6. Return tables and chairs to proper locations for the next users.
6. Fireplace
  1. Hours for use are 5:00 a.m–10:00 p.m. Sunday-Thursday; 5:00 am-11:00 pm Friday and Saturday.
  2. Use of the fireplace is at your own risk.
  3. Be sure to turn off the fireplace gas switch at completion of use.
  4. Return remote to the basket inside the clubhouse.
  5. Put all trash in receptacles.
  6. Return chairs to proper locations for the next users.
